The main mission of this thesis is to explain the economics issues that public buyer and more generale the administration public have to face up to buy the public services without spend so much. Otherwhise, I realized this thesis to show the main difficults of public buyer and to give to public management of procurement of the goods advises about to manage the process of public procurement. Also, I examined the ways to increase the social and economic develop that should follow the public administration. In fact, the new european directives and the new goals of european istitutions want the public buyer must follow also others objectives, like social, economy and envoirnmental.
