Evaluating the development represents not only focusing in merely economical aspects but having a wide perspective of what this concept attains. The BES--study of welfare of the italian society-- constituted the frame of reference for evaluating the welfare present in Costa Rica. Once this methodology was applied for the Central American country, many insights of what constitutes its particular development were brought into light.
