Il presente studio ha avuto lo scopo di analizzare il quadro normativo ed i requisiti igienico-sanitari applicabili ad un’impresa italiana coinvolta nella produzione di NF “polvere di grillo domestico (Acheta domesticus)” e di descrivere le attività di controllo ufficiale (OC) implementate dall’ AC. Sono state condotte due interviste separate all’OSA dell’Impresa ed al veterinario ufficiale (VU), e sono stati indagate: i) le dimensioni ed il profilo produttivo dell’Impresa; ii) l’inquadramento normativo ai sensi della legislazione comunitaria e nazionale; iii) la caratterizzazione del NF e del suo processo produttivo; iv) le attività di CU svolte dal VU. L’Impresa in esame è una microimpresa le cui attività vanno della produzione primaria alla vendita al dettaglio. Nel 2020 l’Impresa inizia la propria attività di allevamento del grillo domestico per uso mangimistico. Nel 2024 l’Impresa inizia e a produrre per il mercato alimentare sotto il consenso di Fair Insects B.V. Producendo sia mangimi che alimenti a base di A. domesticus, l’Impresa deve rispettare i requisiti generali sanciti dai seguenti regolamenti: Reg. (CE) 178/2002, Reg. (CE) 183/2005, Reg. (CE) 852/2004 e Reg. (CE) 1069/2009 ed i requisiti igienici specifici sanciti dal Reg. di esecuzione (UE) 2022/188. L’Impresa risulta correttamente registrata ai sensi del Reg. (CE) 183/2005 relativo all’igiene nella produzione di mangimi e ai sensi del Reg. (CE) 852/2004. Gli alimenti a base di insetti non sono attualmente contemplati dal Reg. (CE) n. 853/2004 ed i requisiti igienico-sanitari specifici del NF in esame sono pertanto sanciti dal Reg. di esecuzione (UE) 2022/188, insieme alle sue caratteristiche ed a quelle del suo processo produttivo. Le attività del VU prevedevano l’esecuzione di CU, da remoto e fisici, focalizzati a valutare l’adeguamento dell’impresa ai requisiti riportati precedentemente, con particolare attenzione ai requisiti igienico-sanitari specifici. Tramite l’analisi dell’unica azienda italiana operante nella filiera degli insetti edibili, questo studio ha permesso di definire il quadro normativo ed i requisiti igienico specifici richiesti alle imprese italiane che intendono operare in questo settore.

This study aimed to analyze the regulatory framework and sanitation requirements applicable to an Italian enterprise involved in the production of NF “domestic cricket (Acheta domesticus) powder” and to describe the official control (OC) activities implemented by the establishment. Two separate interviews were conducted with the quality manager of the enterprise and the official veterinarian, and the following were investigated: i) the size and production profile of the enterprise; ii) the regulatory framework under EU and national legislation; iii) the characterization of the NF and its production process; and iv) the OC activities carried out by the official veterinarian. The enterprise under consideration is a microenterprise whose activities range from primary production to retail. In 2020, the company starts its activity of raising domestic cricket for feed use.
In 2024, the enterprise begins and to produce for the food market under the consent of Fair Insects B.V. By producing both feed and food based on A. domesticus, the enterprise must comply with the general requirements enshrined in the following regulations: Reg. (EC) 178/2002, Reg. (EC) 183/2005, Reg. (EC) 852/2004 and Reg. (EC) 1069/2009 and the specific hygiene requirements enshrined in Implementing Reg. (EU) 2022/188. The enterprise is properly registered under Reg. (EC) 183/2005 on hygiene in feed production and under Reg. (EC) 852/2004. Insect foods are not currently covered by Reg. (EC) 853/2004 and the specific hygiene requirements of the NF under consideration are therefore enshrined in Implementing Reg. (EU) 2022/188, along with its characteristics and those of its production process. The activities of the official veterinarian involved the execution of OCs, remote and physical, focused on assessing the compliance of the enterprise with the requirements reported above, with particular attention to the specific hygienic and sanitary requirements. Through the analysis of the only Italian company operating in the edible insect supply chain, this study allowed to define the regulatory framework and the specific hygienic requirements demanded from Italian iFBs intending to operate in this sector.
