Riassunto
Lo scopo dello studio è stato quello di analizzare i casi di sospensione di imprese alimentari registrate disposti dall’ U.F.C Veterinaria di Prato tra il 2023-2024. Per ogni caso sono stati raccolti i dati su controllo ufficiale (CU) (programmato o su esposto), tipologia impresa, cittadinanza operatore (OSA), durata sospensione, motivi provvedimento (non conformità- NC), sanzioni amministrative, alimenti sequestrati/distrutti e categoria di rischio. Nel biennio sono stati eseguiti circa 440 CU. I casi di sospensione sono stati 68: 29 nel 2023 (42.7%) e 39 nel 2024 (57.4%), con un tasso di sospensione pari al 13.2% e al 17.7%, rispettivamente. Di queste, il 62% si è verificato a seguito di CU programmati e il 38% a seguito di esposti. Il 72% delle imprese erano condotte da operatore straniero, richiedendo l’assistenza linguista durante il CU nel 40% dei casi. Le attività maggiormente sospese sono state ristorazione con somministrazione (31%) e preparazione di cibi d’asporto (12%), gestite prevalentemente da OSA stranieri. Il 16.2% delle sospensioni erano recidive. Sono state riscontrate 189 NC (2.8 in media): il 53% riguardava violazioni igienico-sanitarie e il 31% l’assenza o l’errata applicazione delle procedure HACCP, in linea con studi precedenti. Le sanzioni amministrative sono state 157. Sono stati sequestrati e distrutti 11.492 kg di alimenti, principalmente per mancanza di rintracciabilità. La categoria di rischio è stata assegnata al 93% delle imprese sospese (65% rischio alto e 35% medio). I risultati sottolineano come ancora oggi la cultura della sicurezza alimentare non sia ancora consolidata dagli OSA. Inoltre, lo stanziamento di maggiori risorse potrebbe aumentare la frequenza e la copertura dei controlli.
The aim of the study was to analyze cases of suspension of registered food businesses (FBs) ordered by the U.F.C. Veterinary Department of Prato between 2023 and 2024. For each case, data was collected on official control (OC) (scheduled or prompted by complaints), type of FB, nationality of the operator, duration of suspension, reasons for the measure (non-compliances – NC), administrative pecuniary sanctions, seized/destroyed food items, and risk category. Approximately 440 inspections were conducted over the two-year period. There were 68 suspension cases: 29 in 2023 (42.7%) and 39 in 2024 (57.4%), with suspension rates of 13.2% and 17.7%, respectively. Of these, 62% followed scheduled OC, while 38% were initiated by complaints. 72% of the FBs were managed by foreign operators, with linguistic assistance required during the OC in 40% of cases. The most frequently suspended activities were full-service restaurants (31%) and takeaway food preparation (12%), predominantly managed by foreign operators. Recidivism accounted for 16.2% of the suspension cases. A total of 189 NC was recorded (an average of 2.8 per case): 53% involved hygiene and sanitary violations, and 31% involved the absence or incorrect implementation of HACCP procedures—consistent with previous studies. There were 157 administrative pecuniary sanctions issued. A total of 11.492 kg of food was seized and destroyed, primarily due to lack of traceability. Risk category was assigned to 93% of the suspended FBs (65% high risk and 35% medium risk). The results highlight that food safety culture is still not fully consolidated among FBs. Furthermore, allocating more resources could improve the frequency and coverage of inspections.
