Riassunto
This thesis is devoted to a detailed commentary on SEG 16.754, a third-century inscription from Phrygia that contains the proceedings of three cognitiones, held by three different Roman procurators, concerning the allocation of transportation services between two villages. The inscription provides valuable information on a number of important issues (from the development of the public transportation system, to the spread of Roman law and the location of imperial estates in Phrygia, to the practice of inscribing bilingual legal proceedings), but has received little attention since its first publication in 1956. My study is divided into three parts. In the first, I revise the text of the inscription, provide a new translation of it, and comment on it in detail. In the second, I focus on the information concerning the administration of the cursus publicus and place it in the perspective of longer-term developments. In the third, I examine the administrative practices attested by the inscription and try to build on them to draw a larger picture of the capacity of agents of the Roman state to exercise their jurisdiction in Phrygia.
