Questo lavoro di tesi intende analizzare criticamente le tecniche di controllo e monitoraggio dei processi non sanitari
dell’Ospedale Apuane per individuarne le problematiche e utilizzare i dati ottenuti per determinare gli elementi sui quali basarsi per innescare un processo in grado di migliorare in modo continuo la gestione della struttura ospedaliera e aumentarne i livelli di efficacia ed efficienza delle prestazioni erogate. L’indagine è stata condotta esaminando dapprima il contesto di riferimento in cui verte la sanità toscana e lo strumento di finanziamento utilizzato per realizzare l’Ospedale: il Project Financing.
Esso prevede la partecipazione di un soggetto privato come finanziatore di un’opera di pubblica utilità.
Tale strumento ha permesso di realizzare, oltre all’ospedale Apuane, gli ospedali di Pistoia, Prato e Lucca; similari secondo il profilo strutturale e organizzativo, in base al modello di gestione per intensità assistenziale. Nella seconda parte del lavoro è stato osservato il comportamento di tutti i membri della struttura di controllo
investigando il loro comportamento e il loro modo di operare al fine di individuare le aree e gli
aspetti sui quali agire. Infine sono stati esaminati i seguiti sociali del Project Financing e i vantaggi che la collettività può ottenere mediante il suo utilizzo.

This thesis aims to critically analyse the control a nd monitoring techniques within non -
healthcare procedures of the Apuane hospital, in order to identify any problem. Furthermore the data obtained from
this research, will be necessary to identify the basic elements able to trigger a process which could
continuously improve the management of the medical facility by increasing, at the same time, the benefits
provided in terms of effectiveness and efficiency. At first, the survey has been realized through the analysis
of the reference context concerning Tuscany Healthcare system and the examination of the financing
method applied in order to complete the construction of the Hospital facility, in other words: the Project
Financing. It involves the participation of a private entity as a financer of a public benefit work.
This instrument has permitted to make, not only Apuane Hospital but also Pistoia, Prato and Lucca Hospitals. These hospitals are similar for the structural and organizzative profile, according to the guide model for
assistential intensity.
In the second part of the thesis, it has been directly observed the activity of all the members taking part in the control structure. In addiction, the members' behavior and the way they work have been tested, in order to identify areas and issues on which an action is needed.
