All’interno dell’elaborato si parte con un excursus storico riguardante la nascita del modo di pensare e amministrare la PA passando dai vari filoni scientifici che hanno segnato profondi cambiamenti che hanno corso di validità nella società dell’oggi. I modelli che si sono susseguiti nel corso del tempo avevano lo scopo di rendere più efficiente la macchina amministrativa, prendendo come centrali i bisogni degli utenti finali. Si può osservare come nel periodo che va dal 1940 ad oggi molte sono state le strade intraprese per rendere efficiente l’organizzazione pubblica ma ancora oggi ci sono molte difficoltà che devono esser recuperate.
Successivamente è stata presa in considerazione la logica che porta all’erogazione dei servizi, dove prima era presente un imprinting prettamente legato alla vendita di prodotti, lasciando poco spazio ai servizi. Nel corso del tempo si è capito come alla vendita dei prodotti può esser affiancato un servizio che rendesse il prodotto più appetibile all’interno del mercato. Infine, è stato visto come nonostante si venda un prodotto, la logica principale è legata al servizio che si affianca e si cerca di proporre ai clienti. Queste logiche poi sono state portate sotto un profilo non legato ai mercati, ma al pubblico, con la nascita della Public Service Dominant Logic, dove per la prima volta si può iniziare a parlare di una Pubblica Amministrazione che erogando servizi alla comunità, cerca di creare Valore Pubblico.
Partendo da quest’ultimo aspetto si introduce il nuovo capitolo che tratta, appunto, della creazione del Valore Pubblico. Questo concetto ha numerose sfaccettature a seconda dell’angolazione cui lo si osserva, e la dottrina in generale è accomunata dal fatto che è molto difficile trovare una definizione unica per questa fattispecie. All’interno del capitolo si è analizzato la fase evolutiva della creazione di VP, cercando di capire quale filone scientifico ne prende più parte. L’analisi della creazione del Valore Pubblico è stata svolta attraverso le fasi principali dello studio di PCV delle Pubbliche Amministrazioni, quindi: Programmazione, Controllo e Valutazione, analizzando come ogni singolo concetto insito all’interno di questa macro-area deve esser pensato secondo una logica di creazione di Valore Pubblico nei confronti della comunità.
Anche il quarto capitolo è strettamente ricollegabile al precedente, in quanto, si propone un’analisi del PIAO (Piano Integrato di Attività e Organizzazione) impostato attraverso la ricerca di creazione del Valore Pubblico all’interno di varie aree. Il PIAO è un nuovo documento al quale tutti gli enti facenti parte della PA devono assolvere secondo i modi e i tempi previsti dalla Legge. L’analisi del PIAO è svolta secondo i documenti che sono stati pubblicati dagli enti in questi mesi e secondo gli articoli pubblicati di recente. Il Piano Integrato di Attività e Organizzazione è stato analizzato secondo il modello di struttura e la divisione in sezioni al quale gli enti devono assolvere. Infine, si è visto come la nascita i questo nuovo documento deve esser solo il punto di partenza per la Pubblica Amministrazione, al fine di migliorare i vari comparti che la compongono. Il PIAO può esser una soluzione che permetterà efficienza, semplificazione, digitalizzazione e potrà rinnovare in maniera corretta la pubblicazione dei vari Piani che risultavano, prima di esso, sconnessi e difficili da reperire.
Il caso studio dell’elaborato riguarda della creazione del Valore Pubblico trattato secondo il modello PIAO pubblicato dall’Azienda Ospedaliero Pisana nel corso di quest’anno. All’interno di esso si porta in analisi nel concreto cosa vuol dire creazione di Valore Pubblico nei confronti degli utenti finali, che in questo caso sono i pazienti e quali sono gli obiettivi che l’ente ricerca al fine di migliorarsi sempre di più.

Within the elaborated part we start with a historical excursus concerning the birth of the way of thinking and administering the PA through the various scientific strands that have marked profound changes that have been valid in today’s society. The models that followed over time were intended to make the administrative machine more efficient, taking as central the needs of end users. It can be observed that in the period from 1940 to today many paths have been taken to make the public organization efficient but still today there are many difficulties that must be recovered. Subsequently, the logic that leads to the provision of services was taken into account, where before there was an imprinting strictly related to the sale of products, leaving little room for services. Over time it was understood how the sale of products can be combined with a service that would make the product more attractive within the market. Finally, it has been seen that despite the sale of a product, the main logic is linked to the service that is side by side and tries to propose to customers. These logics were then brought under a profile not related to the markets, but to the public, with the birth of the Public Service Dominant Logic, where for the first time you can start talking about a Public Administration that providing services to the community, tries to create Public Value. Starting from this last aspect, we introduce the new chapter that deals with the creation of Public Value. This concept has many facets depending on the angle to which it is observed, and doctrine in general is united by the fact that it is very difficult to find a unique definition for this case. The chapter analyzed the evolutionary phase of the creation of VP, trying to understand which scientific strand takes part more. The analysis of the creation of the Public Value has been carried out through the main phases of the study of PCV of the Public Administrations, therefore: Programming, Control and Valuation, analyzing as every single concept inherent in this macro-area should be thought according to a logic of creating Public Value towards the community. The fourth chapter is also closely related to the previous one, as it proposes an analysis of the PIAO (Piano Integrato di Attività e Organizzazione) set up through the search for the creation of Public Value within various areas. The PIAO is a new document to which all entities that are part of the PA must comply according to the methods and times provided by the Law. The analysis of the PIAO is carried out according to the documents that have been published by the institutions in recent months and according to the recently published articles. The “Piano Integrato di Attività e Organizzazione” has been analyzed according to the model of structure and the division into sections to which the institutions must fulfill. Finally, it has been seen how the birth of this new document should only be the starting point for the Public Administration, in order to improve the various sectors that compose. PIAO can be a solution that will allow efficiency, simplification, digitalization and can properly renew the publication of the various Plans that were, before it, disconnected and difficult to find. The case study concerns the creation of the Public Value treated according to the PIAO model published by the Azienda Ospedaliero Pisana during this year. Within it, it carries out a concrete analysis of what it means to create Public Value towards the end users, which in this case are the patients and what are the objectives that the institution seeks to improve more and more.
