Summary
Partendo dalla visione di Simón Bolívar, tale elaborato cerca di ripercorrere le tappe principali del lungo e tortuoso percorso che ha caratterizzato il processo di integrazione latino-americana. Dall’analisi dei Congressi Ispanoamericani intrapresi a partire dalla metà del XIX secolo, l’attenzione si sposta sul concetto di panamericanismo e sull’importanza delle Conferenze Panamericane nello stabilire i rapporti di forza nella regione. Senza tralasciare le complesse esperienze di integrazione economica per lo sviluppo, che rispondono al nome di ALALC e Patto Andino, primaria rilevanza viene attribuita a quello che – con ogni probabilità – è l'accordo più importante in materia tra quelli ancora presenti: il Mercosur. Parte del lavoro verte inoltre su quello che può essere definito l’approccio “post-liberal” all’integrazione. In questa sezione vengono presi in esame i pomposi, ma carenti progetti che hanno caratterizzato il nuovo millennio: ALBA-TCP, Unasur, Prosur e Celac. Con l’ausilio di dati statistici e documenti ufficiali si vuole come fine ultimo, non solo comprendere lo sviluppo di suddette organizzazioni, ma anche spiegare le ragioni dei parziali successi e dei fragorosi fallimenti che da sempre caratterizzano il processo di integrazione nell’area.
Starting from Simón Bolívar’s vision, this work tries to retrace the main stages of the long and tortuous path that has marked the Latin American integration process. From the analysis of the Hispano-American Congresses undertaken since the mid-19th century, the attention shifts to the concept of Pan-Americanism and the importance of the Pan-American Conferences in establishing the balance of power in the region. Without neglecting the complex experiences of economic integration for development, known as ALALC and Andean Pact, primary importance is attributed to what - in all likelihood - is the most important organization in the field among those still in operation: Mercosur. Part of the work also focuses on what can be called the "post-liberal" approach to integration. This section examines the pompous, but incomplete projects that have characterized the new millennium: ALBA-TCP, Unasur, Prosur and Celac. With the help of statistical data and official documents, the ultimate goal is not only to understand the development of the aforementioned organizations, but also to explain the reasons for the partial successes and thunderous failures that have always distinguished the integration process in the area.
