Questa ricerca prende avvio dall'inquadramento dei porti dal punto di vista della loro importanza storica e socio-economica per la società. Si analizzeranno nello specifico i soggetti deputati alla governance dei singoli scali, in particolare ci si concentrerà sul ruolo svolto dalle Autorità di sistema portuale, nella persona del Presidente e dei singoli organi delle stesse, che insieme contribuiscono a mantenere il porto come luogo strategico e nevralgico. Tratteremo degli strumenti attraverso i quali è possibile far mantenere l’inscindibile legame tra porto e città, nello specifico ci si concentrerà sul piano regolatore di sistema portuale, come strumento per lo sviluppo strategico dell’infrastruttura portuale. Una volta comprese le potenzialità dei porti e come questi vengono amministrati, si entra così nel vivo della ricerca che ha ad oggetto la necessità di trovare costantemente l’equilibrio tra l’esigenza di sviluppo economico e quella della tutela della persona, il che si realizza in due modi: attraverso la tutela della sicurezza dei lavoratori che operano nello scalo, unitamente all'esigenza di mantenere sempre alta la guardia dal rischio di eventi terroristici. Infine attraverso l’esigenza sempre più pressante di garantire lo sviluppo sostenibile del porto, in particolare individuando le minacce ambientali nel settore portuale cercando di accompagnarle con l’individuazione di soluzioni normative internazionali ed europee, unitamente a misure tecnico-pratiche.
This research starts from the classification of ports from the point of view of their historical and socio-economic importance for society. Specifically, the subjects in charge of the governance of the individual airports will be analyzed, in particular we will focus on the role played by the port system authorities, in the person of the President and the individual bodies of the same, which together contribute to maintaining the port as a strategic and nerve center. . We will discuss the tools through which it is possible to maintain the inseparable link between port and city, specifically we will focus on the port system master plan, as a tool for the strategic development of the port infrastructure. Once we understand the potential of ports and how they are managed, we enter the heart of the research that has as its object the need to constantly find the balance between the need for economic development and that of protecting the person, which is achieved in two ways: by protecting the safety of the workers who work in the airport, together with the need to always keep one's guard against the risk of terrorist events. Finally, through the increasingly pressing need to ensure the sustainable development of the port, in particular by identifying environmental threats in the port sector, trying to accompany them with the identification of international and European regulatory solutions, together with technical and practical measures.
