All’interno del contesto dell’allargamento dell’Unione Europea verso i paesi dell’ex blocco sovietico, l’elaborato analizza in parallelo l’atteggiamento di Bruxelles nei confronti dei Paesi Baltici – Estonia, Lettonia e Lituania – e le relazioni da lei instaurate nei confronti della Russia, concentrandosi sull’intervallo di tempo che va dal 1994 al 2008. L’obiettivo principale della tesi è, infatti, quello di indagare se e in che modo l’inclusione dei tre paesi – le uniche ex repubbliche sovietiche ad essere diventate membri dell’Unione – abbia influito sulle caratteristiche dei rapporti tra Bruxelles e Mosca. Nello specifico vengono analizzate tre tematiche che collegavano l’Unione Europea, i Paesi Baltici e la Russia: il transito da e per Kaliningrad, i confini orientali e il trattamento delle minoranze russofone.
ENGLISH VERSION - Within the context of the enlargement of the European Union towards the countries of the former Soviet bloc, the thesis concurrently analyses the attitude of Brussels towards the Baltic countries - Estonia, Latvia, and Lithuania – and its relations towards Russia, focusing on the years from 1994 to 2008. The main purpose of the thesis is, in fact, to investigate whether and how the inclusion of the three countries - the only former Soviet republics that became members of the Union - has affected the relations between Brussels and Moscow. Specifically, three issues that linked the European Union, the Baltic countries and Russia are analysed: the transit to and from Kaliningrad, the eastern borders, and the treatment of Russian-speaking minorities.
