RIASSUNTO
Il presente lavoro di tesi rivolge l’attenzione all’odierna necessità di informatizzare i sistemi di gestione della sicurezza alimentare (SGSA) creando strumenti che non siano solo archivi di documenti e informazioni, ma guidino anche l’operatore nella costruzione di un sistema di gestione. Sono analizzati il moderno concetto di sicurezza alimentare e l’evoluzione normativa successiva agli scandali alimentari degli anni ’90. Sono poi presi in esame il concetto di sistema di gestione della sicurezza alimentare e il rapporto della sicurezza alimentare con l’Industria 4.0. Viene ripercorsa la storia della normativa su cui si basa la sicurezza alimentare europea, dalla General Food Law al Reg CE n. 625/2017. Si analizza, quindi, la struttura del software Safeaty Control Management (SCM) e il suo uso attraverso un caso studio, in quanto costituisce un esempio di come l’informatizzazione possa essere impiegata a supporto dell’industria alimentare. Il software è costruito con un approccio proattivo, incentrato sui programmi di prerequisiti (PRP); utilizza come misura di controllo un sistema basato sulla prevenzione del rischio (HARCP, Hazard Analysis and Risk-based Preventive Controls) il cui principio cardine è imperniato sulla necessità che si debba avere un approccio proattivo, basato sul rischio, quindi preventivo rispetto ai pericoli per la sicurezza alimentare, e non reattivo fondato sulla ricerca di un rimedio dopo che è avvenuto l’evento avverso. Dall’analisi del caso studio si evince che il programma, in maniera interattiva, costituisce una valida guida nella costruzione di un SGSA e una garanzia di una efficace gestione, mantenuta lungo tutto il processo.

ABSTRACT
The present thesis focuses attention on today's need to computerize food safety management systems (FSMS) by creating tools that are not only archives of documents and information but also guide the operator in the construction of a management system. Has been analyzed the modern concept of food security and the evolution of legislation following the food scandals of the 1990s. Moreover, has been examined the food safety management system’s concept and its relationship with Industry 4.0. Furthermore, the history of the legislation on which European food security is based has been traced, from General Food Law to the latest European Regulation, the Regulation (EU) 2017/625 of the European Parliament and of the Council. The structure of the Safeaty Control Management (SCM) software and its use is analyzed through a case study, since it is an example of how computerization can be used to support the food industry. The program is built with a proactive approach, focused on prerequisite programs (PRP), and also uses a system based on risk prevention (HARCP, Hazard Analysis and Risk-based Preventive Controls) as a control measure, whose cardinal principle it is based on the need to have a proactive, risk-based approach, therefore preventive of food safety hazards, and non-reactive, based on finding a remedy after the adverse event occurred. The analysis of the case study shows that the program, in an interactive manner, constitutes a guide in the construction of an FSMS and a guarantee, maintained throughout the process, of effective management.
