Da tempo, le scelte effettuate dai consumatori nel settore alimentare sono sempre più basate sulla ricerca di specifiche qualità e proprietà piuttosto che sul prezzo. In questo contesto sono quindi venute ad assumere maggiore importanza le informazioni riportate sulle etichette degli alimenti. Nel corso degli ultimi anni numerose normative sono state emanate per regolamentare questo specifico aspetto e, il comparto ittico, rappresenta sicuramente quello maggiormente interessato da questo aspetto. Infatti, a livello Europeo, in aggiunta alle norme di etichettatura orizzontale applicabili a tutti gli alimenti sono state prodotte una serie di disposizioni specifiche volte a tutelare le riserve alieutiche, a gestire gli stock ittici e a combattere la pesca illegale. In particolare, si è assistito all’emanazione di molteplici regolamenti, culminati nel Reg 1379/2013, che specificano le informazioni obbligatorie da riportare sull’etichetta dei prodotti della pesca. Contemporaneamente, anche la normativa di etichettatura dei prodotti alimentari (Reg. 1169/2011) si è modificata ponendo sempre maggiore attenzione sulle informazioni da fornire per garantire la tutela della salute dei consumatori. Il presente lavoro ha avuto lo scopo di valutare il livello di formazione degli OSA che operano nella filiera ittica, sia in produzione primaria (pescatori) che post primaria (gestori di pescherie e ristoratori), in merito alla normativa che regola l’etichettatura dei prodotti delle pesca. L’indagine, condotta in collaborazione con il personale dell’ASL n. 5 Spezzino, è stata effettuata attraverso la somministrazione di tre questionari specifici per ognuna delle categorie analizzate. I tre settori indagati hanno evidenziato un livello di formazione e conoscenza dei regolamenti (Reg (CE) n. 1169/2011 e 1379/2013) variabile, generalmente scarso in produzione primaria, buono invece in post-primaria. Particolarmente positivi sono stati i risultati riguardanti la conoscenza di talune sostanze allergizzanti come i solfiti. Comunque, per tutti e tre i settori si denota una corretta applicazione anche in assenza di una conoscenza accurata del riferimento normativo. L’indagine ha permesso di mettere in evidenza la necessità di migliorare la formazione degli OSA che operano sia nella produzione primaria che in quella post primaria, anche attraverso l’implementazione di corsi di formazione mirati. Infatti, la formazione degli OSA costituisce un elemento necessario per garantire la tutela dei consumatori.
Currently, the food choices made by consumers are increasingly based on the quality and properties of products, rather than on the market price. In this context, the information to be reported on food labels have become more and more important. Over the years, many legislative references have been enacted in this regard and fishery industry is certainly one of the most involved sector by specific dispositions. In fact, at the European level, in addition to the general labeling provisions applicable to all foods, a series of provisions that specifically address the management and protection of fish stocks as well as the fight against illegal fishing, have been issued. In particular, several regulations, culminating in Regulation 1379/2013, which specify the mandatory information to be reported on the label of the fishery products, have been adopted. At the same time, the general legislation on food labeling (Reg. 1169/2011) was modified and particular emphasis has been posed on consumer information for ensuring their health protection. The present study was aimed to assess the level of training of the Food Business Operators (FBOs), working in the fishing industry, both in the primary production (fishermen) that in the post-primary (fishmongers and restaurateurs), on the regulations governing the labeling of fishery products. The survey, conducted in collaboration with the staff of the Local Health Authority n. 5 “Spezzino”, was carried out through the administration of three questionnaires specific for each FBOs categories analyzed. Respondent operators have shown a variable level of training and knowledge of the regulations (Regulation (EC) no. 1169/2011 and 1379/2013) which was generally low for those working in the primary production and good for those in the post-primary. Very positive results were found as regards the knowledge of certain allergenic substances, such as sulfites. However, regulations were properly applied both in primary and post primary production even if operators did not know the precise legislative reference. The survey has allowed to highlight the need to improve the training of FBOs operating at all stages of the fishery chain, even through the implementation of targeted training. In fact, nowadays, the training of OSA represent the key element for ensuring the protection of consumers
