This study tries to analyse Threshold 21 (T21), to show that it is a good quantitative tool for integrated and comprehensive national planning. The analysis shows that T21 is a good tool for understanding and analysing validity, effectiveness and outcome of complex economic policies. It also provides a socio-economic evidence of investing in technology and education to enhance a sustainable development. Moreover, the model also analyse the recent evolution of the international economy in a long term perspective and how education and technology affects these structures.
