Il contenuto del presente lavoro è finalizzato allo studio e all’analisi dei meccanismi di fissazione del prezzo del gas naturale che, mai come adesso, sono al centro del dibattito europeo.
Le cause scatenanti addietro il vertiginoso aumento dei prezzi della risorsa hanno evidenziato alcune problematiche relative al sistema europeo del gas, alla sua filiera logistica e alle normative utilizzate.
Pertanto sarà descritto il settore del gas naturale in Italia e le sue relazioni con il resto del mondo, in particolare per ciò che attiene la formazione del prezzo sui mercati europei.
Lo scopo principale di questo elaborato, oltre a fornire informazioni generali sull’evoluzione del mercato a seguito delle riforme comunitarie recepite nel nostro paese, è quello di investigare sulle interdipendenze di prezzo tra i diversi mercati e la relativa regolamentazione, con particolare attenzione agli impatti avuti dal settore riguardo al recente caso della guerra in Ucraina.
Inoltre, di fronte alla prima grave crisi del mercato del gas globalizzato e del sistema dei prezzi a breve termine basato sul gas to gas competition, la presente tesi si propone di descrivere le molteplici soluzioni adottate per superare il problema accorso, sia in ambito internazionale che nazionale.
La principale criticità affrontata è riconducibile al mancato riscontro in letteratura di un approccio che preveda l’analisi integrata di tutte le componenti interconnesse del settore del gas quali l’analisi normativa, la struttura di mercato e la determinazione del prezzo.
Il lavoro è composto da quattro capitoli. Nel primo vengono descritte le specifiche fisico tecniche e l’origine del gas naturale. Sono riportati anche i maggiori utilizzi in ambito economico, industriale, commerciale e residenziale.
Nei sotto paragrafi è riportata una situazione aggiornata relativamente alle riserve di gas nel mondo con un approfondimento sul GNL e lo shale gas.
Nel secondo capitolo viene esaminata e approfondita la normativa comunitaria vigente e il relativo recepimento a livello nazionale.
Dopodichè viene illustrata l’intera filiera del gas naturale attraverso un’analisi approfondita delle diverse fasi. Per ognuna di esse è stata quindi riportata non solo la specifica funzione ma anche i principali attori protagonisti in ambito internazionale e nazionale.
Nonostante non sia il punto focale della tesi, questa parte tuttavia è di fondamentale importanza perché da tutto ciò parte e si sviluppa il nostro ambito d’analisi.
Il capitolo successivo relativo al prezzo del gas in bolletta è quindi direttamente collegato alle ultime fasi della filiera sulla distribuzione e la vendita. Sarà proprio in queste fasi della filiera che verrà determinato il prezzo della materia prima oggetto della nostra trattazione.
Questo capitolo è suddiviso nelle varie voci di spesa che l’utente troverà in bolletta e sarà costretto a pagare, con particolare attenzione rivolta alla prima componente relativa alla spesa per la materia prima.
Nelle relative sottosezioni vengono approfonditi i principali contratti stipulati a livello comunitario e la scelta di passare ad un gas to gas competition. Vengono quindi illustrati i vari mercati virtuali di riferimento ed i principali meccanismi di pricing alla base della formazione del prezzo del gas naturale.
Nel capitolo finale si passa invece alla descrizione dell’attuale situazione in cui verte il mercato europeo del gas a causa del drastico aumento dei prezzi ed il conseguente aumento delle bollette.
In prima istanza sono state esaminate le cause alla base della crisi ed in secondo luogo le soluzioni adottate in ambito comunitario e nazionale.
In particolare sono presenti i vari regolamenti entrati in vigore e quelli di futura attuazione necessari a risolvere le questioni individuate.


The content of this paper is aimed at the study and analysis of natural gas pricing mechanisms that, never before, are at the center of European debate.
The causes triggering the dizzying increase in the resource's prices have highlighted some issues related to the European gas system, its supply chain and the regulations used.
Therefore, the natural gas sector in Italy and its relations with the rest of the world will be described, particularly with regard to price formation in European markets.
The main purpose of this paper, in addition to providing general information on the evolution of the market as a result of the EU reforms implemented in our country, is to investigate the price interdependencies between different markets and the related regulation, with particular attention to the impacts had by the sector regarding the recent case of the war in Ukraine.
Furthermore, in the face of the first serious crisis in the globalized gas market and the short-term pricing system based on gas-to-gas competition, this thesis aims to describe the multiple solutions adopted to overcome the problem that has occurred, both internationally and domestically.
The main critical issue addressed can be traced back to the failure in the literature to find an approach involving the integrated analysis of all interconnected components of the gas sector such as regulatory analysis, market structure and pricing.
The paper consists of four chapters. The first describes the physical-technical specifications and origin of natural gas. Major economic, industrial, commercial and residential uses are also reported.
The sub-sections provide an updated situation regarding gas reserves in the world with an in-depth discussion of LNG and shale gas.
In the second chapter, current EU legislation and its transposition at the national level is examined and discussed in depth.
After that, the entire natural gas supply chain is explained through an in-depth analysis of the different stages. Thus, for each of them, not only the specific function but also the main players in the international and national arena are reported.
Although not the focal point of the thesis, this part nevertheless is of fundamental importance because our scope of analysis starts and develops from this.
The next chapter on the price of gas on the bill is therefore directly related to the last stages of the supply chain on distribution and sales. It will be at these stages of the supply chain that the price of the raw material that is the subject of our discussion will be determined.
This chapter is divided into the various items of expenditure that the user will find in the bill and will be forced to pay, with special attention paid to the first component related to the raw material expense.
The relevant subsections delve into the main contracts entered into at the community level and the choice to switch to a gas-to-gas competition. The various virtual reference markets and the main pricing mechanisms underlying natural gas price formation are then explained.
The final chapter, on the other hand, goes on to describe the current situation in which the European gas market finds itself due to the drastic increase in prices and the consequent rise in bills.
First, the underlying causes of the crisis are examined, and second, the solutions adopted in the EU and national frameworks.
In particular, the various regulations that have come into force and those to be implemented in the future that are necessary to resolve the issues identified are presented.
