The thesis was carried out within the working environment of the Municipality of Udine and has the aim of proposing a Zero Green Plan for the Municipality of Udine.
The concept of green planning was introduced into the Italian legislation with Law no. 10 of 14 January 2013 “Regulations for the development of urban green spaces”; in order to concretely implement this concept, the drafting of a "Green Plan" is suggested, as a voluntary tool, integrative of general urban planning, which defines the "green profile" of the city starting from its fundamental natural ecosystems, with the purpose of development and enhancement of urban and peri-urban greenery.
However, before proceeding with the adoption of a development and enhancement plan, it is necessary to carry out preventive analyzes on the former conditions, from the point of view of consistencies, management and needs and therefore to the definition of a Zero Plan.
The thesis is introduced by the regulatory references and the illustration of the motivations and effects relating to the adoption of a Green Plan. The current state of affairs of municipal green areas is also described in detail by analyzing especially the existing heritage of public green areas, divided between public parks, school areas, historic gardens, etc., the current regulation and planning tools and finally the methods of management regarding the maintenance, design and use of these spaces. In the final and concluding chapters, are described and highlighted all the critical issues and existing needs for the aspects related to the design, maintenance and management of spaces, as well are also hypothesized an improvement strategy and the good practices to be adopted.
The purpose is, therefore, to create a tool that can act as a basis for future green planning.
