Summary
In the study, the impact of social spending many researchs have shown varied results, and therefore contributes to the debate among policymakers. In this work, the research tries to propose the study of the impact using the government expenditure on health, education, and social protection of southeast Asia, however, the special focus will be Indonesia. In doing so, data time series will be utilized with the time interval from 2000 - 2017; a period in which the government intensified their spending facing the global challenges. To answer the objectives of the study using panel data which consists of twelve countries: namely Indonesia, Malaysia, Singapore, Philippines, Lao PDR, Vietnam, Timor-Leste, Brunei Darussalam, Myanmar, Cambodia, and examine it with the use of an econometric model for random and fixed model. further, the unit root test, heteroskedasticity, autocorrelation, and granger causality test also will be used to examine. The unit root test reveals that all variables are stationary, and both heteroskedasticity and autocorrelation are present. In addition, the granger causality to check the causality shows that both variables have a causal effect on HDI, not the reverse. However, the study concluded that social spending has an impact on welfare both in Southeast Asia, in particular, Indonesia
