SOMMARIO

La tesi è stata svolta presso l’azienda FOSBER, costruttrice di macchinari per la lavorazione del cartone ondulato, situata in provincia di Lucca. Il lavoro nasce dall’esigenza aziendale di rivedere tutto l’iter di progettazione della sicurezza, per ottimizzare le procedure interne, anche a seguito della pubblicazione della nuova direttiva macchine 2006/42/CE. Questo obiettivo in particolare ha comportato la definizione di nuove “regole aziendali” riguardo all’analisi dei rischi e le modalità di certificazione CE delle macchine. L’attività ha fatto riferimento anche alle normative armonizzate, generali e di settore. Inizialmente è stato analizzato in dettaglio l’impianto ondulatore prodotto da Fosber per carpirne tutte le peculiarità in termini di filosofia di sicurezza e relazioni tra le varie macchine, in funzione della logica del processo. Con i dati ricavati, secondo la norma EN 1050, è stata messa a punto una metodologia per l’analisi dei rischi innovativa rispetto alle checklist tendenzialmente utilizzate in passato. Il metodo, da adottare per ogni macchina, è stato implementato in un foglio di calcolo che, una volta compilato, fornisce in automatico un giudizio sui pericoli e consiglia le azioni più opportune, per ottenere il livello di sicurezza ottimale, secondo lo stato dell’arte. La procedura è stata tarata in base alle volontà aziendali cercando di ottenere un flusso decisionale quanto più oggettivo possibile. Per quanto riguarda la certificazione CE, per ogni macchina Fosber, è stata trovata la forma più adatta di dichiarazione di conformità, tra le possibili enunciate nella nuova direttiva macchine, che lascia una certa elasticità nella scelta, cercando di massimizzare la flessibilità sul mercato e riducendo, nel contempo, il rischio di incorrere in cause civili e/o penali. La strategia aziendale è stata verbalizzata in un documento ufficiale che farà da guida per vari reparti della ditta; dal momento che il tema della certificazione coinvolge molteplici aspetti da quelli tecnici a quelli commerciali.

ABSTRACT

The thesis has been developed near the firm FOSBER, builder of machineries for the workmanship of the undulated cardboard, situated in the province of Lucca. The job is born from the business demand to see the whole iter of planning of the safety again, to optimize the inside procedures, also following the publication of the new machine’s directive 2006/42/CE. Particularly this objective has involved the definition of new "business rules" respect the analysis of the risks and the formalities of certification CE of the machines. Activity has also made reference to the normative harmonize, general and of sector. Initially has been analyzed in detail the undulated plant produced by Fosber to snatch all the peculiarities of it in terms of safety philosophy and relationships among the various machines, in operation of the logic of the trial. With the drawn data, according to the norm EN 1050, have been debugging a methodology for the innovative analysis of the risks in comparison to the checklists potentially used in past. The method, to adopt for every machine, has been implemented in a spreadsheet that, once compiled, it furnishes in automatic a judgment on the dangers and it recommends the most opportune actions, to get the optimal safety level, according to the state of the art. You procedure has been set in base to the business wishes trying to get as a decisional flow more objective possible. As it regards the certification CE, for every Fosber’s machines, the most proper form of declaration of conformity has been found, among the possible ones you enunciate in the new machine’s directive, that leaves a certain elasticity in the choice, trying to maximize the flexibility on the market and reducing, at the same time, the risk to incur in civil and/or penal causes. Business strategy has been verbalized in an official document that will serve as guide for various departments of the firm; from the moment that the theme of the certification involves manifold aspects from those technical to those commercial.
