RIASSUNTO
Questo elaborato, frutto dell’esperienza svolta presso CERMEC spa, si pone lo scopo di analizzare il sistema di gestione dei rifiuti urbani nella Provincia di Massa Carrara con particolare attenzione ai servizi offerti e alle risposte della cittadinanza.
Dopo una prima parte introduttiva sul concetto di rifiuto, sui cambiamenti merceologici susseguitisi nei secoli e sulle diverse tecnologie di trattamento e smaltimento, si passa ad una descrizione dell’impianto CERMEC spa e all’esperienza svolta presso questa azienda.
La tesi continua con informazioni relative alla Provincia in esame e ai soggetti coinvolti nella raccolta dei RU, vengono riportati in tabelle i tipi e le quantità di mezzi e manufatti disponibili, le frequenze di svuotamento e grazie all’uso di alcuni indicatori è stato possibile valutare lo stato attuale del sistema.
In conclusione si evidenzia uno stato di insufficienza nella gestione attuale con la necessità di apportare modifiche che tengano conto di nuove esigenze di differenziazione e che unifichino gli obiettivi dei diversi soggetti interessati così da rendere uniforme il servizio eliminando le attuali frammentazioni che portano all’inefficienza verificata.
Sarà inoltre necessario programmare una modifica alla tassa sui rifiuti portandola ad una tariffa così da poter premiare i Comuni ( quindi i cittadini) “virtuosi”.



ABSTRACT


This elaborate, fruit of the unrolled experience with CERMEC spa, it is set the purpose to analyse the system of management of the urban refusals in the province of Massa Carrara with particular attention to the offered services and to the answers of the citizens.
After a first introductory part on the concept of refusal, on the market changes in the centuries and on the different technology of treatment and disposal, passes to a description of the CERMEC spa plant and to the unrolled experience with this firm.
The continuous thesis with relative informations to the province in examination and to the involved subjects in the harvest of the rus, they come reported in chart the types and the quantities of halves and manufactured available, the frequencies of emptying and creditable to the use of some indicators have been possible appraise the actual state of the system.
In conclusion a state of insufficiency is underlined in the actual management with the necessity to bring changes that hold account of new demands of differentiation and that unify the objectives of the diverged subject like that parties by making uniform the service by eliminating the actual fragmentations that bring to the verified ineffectiveness.
Will be besides necessary program a change to the tax on the refusals bringing the to a rate so by can reward the communes ( then the citizens ) "virtuosi".
